Description / Position Overview

Payroll and Pension Supervisor

In this position, you will oversee the time, payroll, and pension-related activities for all employees of the City. This is accomplished by managing and guaranteeing bi-weekly disbursement of payroll with multiple FLSA (Fair Labor Standards Act) periods, complex earnings, pension calculations, garnishments, benefits, and taxes for employees and retirees consistent with applicable public sector and federal wage and hour, and tax laws.

Essential Job Functions- the basic job duties an employee must be able to perform:
  • Manage, supervise, direct, and coordinate the work of full-time staff members; monitor performance, including providing input or hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed
  • Identify legal requirements and government reporting regulations affecting timekeeping, payroll, and pension
  • Ensure policies, procedures, and reporting mechanisms are in compliance; partner with HR (Human Resources) to set City policy
  • Act as Plan Administrator for the City's voluntary and mandatory retirement savings plans (401(a), 457, Roth IRA, RHS); act as PeopleSoft functional business analyst
  • Oversee, monitor, and ensure the processing and data entry by the HR department is accurate for the processing of payroll
  • Develop controls, tasks, policy, and procedures; manage all payroll audits
  • Authorize and verify accuracy for all wires and warrants related to payroll bank transactions
  • Review and authorize proposed changes to the payroll procedure manual
  • Oversee and manage the administration of processing time; design, develop, implement, and ensure system set-up and procedures for time reporting codes and time administration are configured to match current City policy and maximize the accuracy of employee paychecks
  • Manage and oversee the administration of pension for the City's eight pension plans, including correspondence, final salary reports, termination certifications, notification of deceased members, and retirement applications, including death and disability benefits
  • Act as PeopleSoft HCM (Human Capital Management) functional business analyst; develop requirements and assist with system design and configuration; test for quality assurance
  • Oversee budget preparation, review and approve expenditures of significant budgeted funds for the department, and research and prepare recommendations for organization-wide budget expenditures
  • Identify issues, define complex problems; troubleshoot and relay possible fixes to PeopleSoft developer
  • Manage production of W-2s, 1099Rs, and 1095C forms, including uploads to required reporting agencies.
  • Work with developer to apply updates, maintenance packs, customizations, implement modules and upgrades to PeopleSoft HCM
  • Act as plan administrator for savings and retirement plans
  • Recruit, hire, train, and supervise staff members
We are looking for candidates who demonstrate:
Knowledge of:
  • Modern office procedures and equipment, including computers and supporting software
  • Retirement savings plans, including 401(a), 457, Roth IRA, and RHS
  • FLSA standards
  • DOL (Department of Labor) statistics and unemployment
  • ACA reporting 
  • Processing employee W2s, 1099Rs, and ACA forms
Ability to:
  • Maintain a high level of confidentiality
  • Communicate clearly and concisely, orally and in writing
  • Establish and maintain effective working relationships
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, and Outlook)
This position requires excellent organization skills and a strong attention to detail.   

Successful candidates will have

  • A bachelor's degree from an accredited college or university with major coursework in accounting, business administration, or a related field
  • Five years of full-time professional payroll processing, pension administration, and general accounting experience, including three years of lead and/or supervisory experience
One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

Additional appropriate education may be substituted for the minimum experience requirements.

Ideal candidates will also have

  • Experience with PeopleSoft accounting software

The City of Colorado Springs offers additional compensation depending on the position, area of assignment, and specific job assignments, including shift differential, pay differential, acting or lead, special assignment, hazard pay, longevity, cell phone allowance, uniform allowance, relocation, awards, standby, call out, compensatory time off, tuition, overtime, extra duty, incentive, holiday premium, proficiency, and vacation sell back.
