Job Summary

Responsible for conducting a full range of activities required to prepare, submit and manage grant proposals for El Paso County Public Health (EPCPH). Responsible for leading special projects and strategic initiatives including the assessing, planning, implementation and evaluation to support the development of sustainable organizational initiatives related to community health improvements. Responsible for the management and oversight of the community health assessment, community health improvement plan, and public health accreditation processes and products.

  • Recommends and pursues initiatives to establish Public Health as a community leader in improving population health. Develops and recommends policies, strategies, collaborations and other endeavors to achieve Agency goals.
  • Identifies and pursues partnerships and special projects in order to further the mission of El Paso County Public Health (EPCPH); researches and recommends potential grant sources and beneficial collaborative relationships in line with strategic plans.
  • Leads select program based and special projects that require cross-functional engagement with key staff across the organization and with external stakeholders as appropriate.
  • Strategically leads EPCPH grant management activities to include identifying, researching and pursuing all funding levels of grant sources at the federal, state and local level, grant writing and budget development; performs cost/benefit analysis and recommends viable grants for consideration to management. Assists with and coordinates grant evaluations with the grantor and EPCPH staff.
  • Evaluates, analyzes and recommends areas for potential growth and program improvement throughout the Agency.
  • Leads negotiations with granting agencies. Facilitates the coordination of contracts and ensuring compliance with grant terms and other applicable rules and regulations.
  • Advises and trains appropriate staff regarding the expectations and successful execution of grants, projects, contracts and collaborative initiatives with community agencies, the private sector and other stakeholders.
  • Supervises staff assigned to the Development and Strategic Initiatives program area.
  • Prepares and manages budgets for program area and special projects; prepares required reports and evaluation for special projects.
  • Responsible for managing and overseeing the creation and implementation of the community health assessment and community health improvement plan; ensures compliance with state statutes and Public Health Accreditation Board requirements.
  • Oversees reporting and validation processes required to maintain public health accreditation.
  • Acquires and maintains a complex and technical knowledge of new and emerging Public Health trends, best practices, policies, programs, stakeholders and other information as necessary to support the achievement of the Agency's goals.
  • Organizes and leads meetings to assess future grant funding needs.
  • Presents grant and program development information to the El Paso County Board of Health, Board of County Commissioners, community agencies, management and other boards as appropriate.
  • Serves as a member of the Leadership Team.
  • Performs other duties as required.

Essential Duties/Responsibilities

  • Bachelor's degree in public health, public administration, communications or related field required. Master's degree in public health preferred.
  • Minimum three (3) years experience in public health or health related field required.
  • Minimum five (5) years experience in grant writing, budget development, grants and project management required.
  • Ability to communicate effectively both verbally and in writing, including the ability to prepare presentations, reports and grant proposals. Ability to write clearly, concisely and persuasively.
  • Must have a solid foundation and understanding in public health concepts including interventions and frameworks.
  • Demonstrated strong analytic and strategic thinking skills.
  • Must be detail oriented and possess a high degree of accuracy.
  • Ability to establish and maintain effective working relationships with EPCPH employees, internal and external contacts, staff and management of local, state and federal agencies and the general public.
  • Ability to lead projects by effectively communicating, motivating, and organizing projects among a broad spectrum of personnel, frequently under deadline pressure.
  • Skill in demonstrating a cooperative, professional attitude to cultivate relationships both within and outside the organization.
  • Skill in prioritizing and organizing multiple tasks and the ability to complete projects in a timely manner.
  • Ability to respond in a flexible manner to meet multiple project deadlines
  • Ability to identify problems and work creatively to resolve them, considering the impact of actions on Public Health. Ability to identify results of efforts and current or potential problems and develop and recommend corrective actions to supervisor.
  • Working knowledge and understanding of Agency policies, procedures and Board of Health regulations.
  • Ability to maintain the security of sensitive and confidential information.
  • Ability to work independently and in a team environment.
  • Skilled in training and presentation.
  • Skill in using a computer and various software packages including desktop publishing software, website content management systems and Microsoft Office programs such as Word, PowerPoint, Excel and Outlook.
  • Maintain regular and punctual attendance.
  • Must pass conditional post offer background investigation, drug screen and motor vehicle record check.

Qualifications

Must possess and maintain a valid Colorado Driver's license.

Work Conditions

Work is primarily performed in an office environment; some travel may be required. Public Health employees are responsible for providing proof of vaccinations and/or tuberculosis testing as applicable to the specific position within six (6) months of hire; must provide proof of initiation within six (6) months of hire date if vaccination is a part of a series.
