Essential Job Functions

The Pikes Peak Workforce Center (PPWFC) is a dual county consortium serving both El Paso and Teller Counties. The Workforce Development Specialist is responsible for recruitment and case management of program participants; identifying and developing employment opportunities, training opportunities and educational needs. Position is subject to grant funding.

  • Recruits youth, adult, special need, and other special population participants for Workforce Innovation and Opportunity Act (WIOA), discretionary grants or other programs; works closely with internal and external resources to identify appropriate individuals and determine subsequent enrollment eligibility and suitability.
  • Counsels youth, adult, special need and other special population customers regarding vocational choice and resolution of employment barriers.
  • Advises customers on job development, training and post-employment services.
  • Coordinates job matching and referral process for youth, adult, special need and other special population customers and employers; providing information and evaluating job readiness and job skill suitability.
  • Develops Individual Service Strategies (ISS) for eligible customers and monitors progress.
  • Cultivates relationships with community employers; solicits employment opportunities, encourages use of the organization's services and programs and reinforces the organization's position as a premier workforce training and development operation.
  • Maintains contact with community employers to promote programs including, but not limited to, work experience and On-the-Job Training (OJT); explains the benefits and employment support services provided by programs to employers.
  • Acquires and maintains a highly technical working knowledge of relevant laws, regulations, practices, theories, policies, standards and protocols for applicable programs.
  • Maintains knowledge of how social, organizational and technological systems work and operates effectively within them.
  • Participates in special projects through committee involvement and program protocols.
  • Identifies required resources and develops an effective work plan; conferring with others as appropriate.
  • Works with youth customers receiving social security benefits; provides benefits support planning and benefits management.
  • Performs other duties as required.
Job Requirements
Bachelor's degree in Social Service, Business Administration, Marketing, Communications or related field.
Minimum two (2) years experience in case management, job development or employment recruitment.
A flexible team player with the ability to work successfully in a changing environment.
High level of interpersonal skills and integrity to handle sensitive and confidential situations and information.
Ability to communicate effectively, both orally and in writing with government officials, colleagues, applicants and the public.
Ability to build strong working relationships, internal and external to the organization.
Ability to remain sensitive to cultural diversity, race, gender and other individual differences with customers.
Ability to apply common sense understanding to carry out instructions furnished in written or oral form.
Ability to deal with problems involving several concrete variables in standardized situations.
Proficient in Microsoft Office software: Word, Excel, PowerPoint, Outlook, etc.
Must be receptive to adoption and application of new and innovative technologies and technological platforms.
Ability to perform all duties and responsibilities in a timely and effective manner in accordance with Workforce Innovation and Opportunity Act (WIOA), Wagner-Peyser, Workforce Investment Board (WIB), El Paso County and PPWFC policies, programs and guidelines to achieve the overall objectives of the position.
Maintain regular and punctual attendance.
Must pass conditional post offer background investigation, drug screen and motor vehicle record check.
Must possess and maintain a valid Colorado Driver's License.
