Job Description

As a Transportaion Project Manager with our Public Works Department, you'll have the opportunity to lead critical projects that include road expansions, intersection improvements, and capital initiatives that will directly impact the community. Essential Job Functions - the basic job duties an employee must be able to perform:

  • Lead Major Infrastructure Projects: Oversee and coordinate large-scale civil engineering projects, from road expansions to critical stormwater management systems, ensuring that our city's infrastructure keeps pace with growth.
  • Drive Capital Project Success: Provide technical expertise and project management for high-profile capital projects, ensuring they are delivered on time, within budget, and in line with community expectations.
  • Engage with the Community: Lead public meetings, respond to inquiries from citizens, and work closely with stakeholders to ensure our projects meet the needs of the community.
  • Collaborate Across Departments: Work hand-in-hand with Colorado Springs Utilities, Parks and Recreation, City Planning, and other city departments to ensure cohesive and effective project delivery.
  • Manage Construction Contracts: Oversee the entire lifecycle of construction contracts, from selecting engineering consultants to managing construction phases, ensuring successful project outcomes.

We are looking for candidates who demonstrate:

Knowledge of:

  • Advanced professional civil engineering principles, practices, and methods
  • Principles and practices of project management
  • Pertinent federal, state, and local codes, laws, and regulations governing one or more of the following: EPA MS4 (Environmental Protection Agency Municipal Separate Storm Sewer System), FHWA (Federal Highway Administration) Grant funded project requirements, and the MUTCD (Manual on Uniform Traffic Control Devices) Traffic controls
  • Methods and techniques of engineering plan design, review, and approval
  • Principles of supervision and training
  • Principles of business letter writing and technical report preparation
  • Construction management principles

Ability to:

  • Oversee the development of accurate designs, plans, specifications, cost estimates, and complex engineering reports
  • Perform project management and professional civil engineering functions
  • Provide technical supervision and training to lower-level engineering staff
  • Ensure project compliance with diverse and complex regulations, standards, and procedures
  • Prepare and administer project budgets
  • Communicate clearly and concisely, verbally and in writing
  • Establish and maintain effective working relationships

 

Successful candidates will have

 

  • Bachelor’s degree from an accredited college or university with major coursework in civil engineering or related engineering field. 
    • The bachelor’s degree requirement will be waived if PE (Professional Engineer) License has been obtained via C.R.S. 12-25-114(1)(a). 
  • Five years of full-time professional engineering experience related to transportation project management and surveying
  • Possess, or obtain upon hire, and maintain a valid, non-probationary Colorado driver’s license not subject to restriction related to alcohol and/or drug violations or pending charges
  • Possess, or obtain upon hire, Professional Engineer (PE) License AND obtain Professional Engineer (PE) License in the state of Colorado within 6 months of hire.
     

 

Ideal candidates will also have

 

  • Experience with civil or water resources engineering
  • Experience with public speaking
  • Experience working for municipal governments

The City of Colorado Springs offers additional compensation depending on the position, area of assignment, and specific job assignments, including shift differential, pay differential, acting or lead, special assignment, hazard pay, longevity, cell phone allowance, uniform allowance, relocation, awards, standby, call out, compensatory time off, tuition, overtime, extra duty, incentive, holiday premium, proficiency, and vacation sell back.
