Senior Recruiter

In this role, you will serve as a senior-level talent acquisition partner responsible for much more than full-cycle recruiting. You will be the primary operational partner to the Recruiting Supervisor, providing high-level support and continuity across the Recruiting team. You will lead key programs, manage external partnerships, and support the City's hiring needs while also advancing our recruiting systems, data, and strategy. You will oversee major programs such as temporary staffing, internships, seasonal hiring, and volunteer partnerships; maintain and improve our applicant tracking system; and support high-visibility projects and recruitment initiatives across the organization.

You will also provide expert recruiting support on complex or sensitive recruitments, mentor and guide Recruiter I staff, and collaborate with hiring managers to meet workforce needs. This role blends program management, system administration, data analytics, strategic recruiting, and outreach, making it ideal for someone who enjoys variety, leadership, and operational impact.

As a Senior Recruiter, you will:

  • Lead High-Level Recruiting & Staffing Support
    • Partner with hiring managers to support staffing needs across all employment types, including regular, seasonal, hourly, special, intern, volunteer, elected officials, and temporary staffing agency roles.
    • Lead managers through the full hiring process and collaborate with subject-matter experts to meet departmental workforce needs. 
    • Execute full-lifecycle recruiting: sourcing, screening, interviewing, offer development, and pre-employment completion.
    • Take the lead on complex, sensitive, and high-impact recruitments, including assisting with executive-level recruitments.

  • Serve as a Team Lead
    • Provide mentorship, coaching, guidance, and quality oversight for recruiting team members.
    • Help establish and maintain team standards, ensure compliance, and support process escalations.
    • Support recruiting workflow, review offer letters, ensure data integrity, and oversee onboarding approvals.

  • Advance Recruiting Strategy & Process Improvement
    • Recommend, develop, and implement process improvements that enhance the full-cycle recruitment function, including advancing our recruitment model.
    • Write and maintain professional job announcements, desk manuals, and Standard Operating Procedures (SOP). 
    • Serve as project manager for recruitment initiatives, process improvements, and training efforts.

  • Drive Programs & Partnerships
    • Manage or support major workforce programs including temporary staffing contracts, internship programs, seasonal hiring, WorkCOS, volunteer programs, and community partnerships. 
    • Oversee and coordinate the City's representation at job fairs, and community events. 

  • Systems & Data Management
    • Develop, analyze, and report HR metrics using PeopleSoft and NeoGov to monitor recruiting performance.
    • Provide system oversight, troubleshooting, and enhancement recommendations for NeoGov Insight and Hiring Center (OHC).

  • Other Responsibilities
    • Assist with Requests for proposal (RFP) processes, contract renewals, and special projects.

    • Perform other duties as assigned.

Minimum Qualifications

  • A bachelor's degree from an accredited college or university with major coursework in business administration, human resources, or a related field.
  • Five years of full-time experience in recruiting, talent acquisition, or another staffing-related field.

  • Experience using PeopleSoft HR 9.1 and/or 9.2.
