Manager of Compliance Operations

The primary function of the Compliance Manager - Operations is to coordinate the credit union's operational compliance with applicable international, federal and state rules, regulations and statutory requirements with a special focus on the Bank Secrecy Act, Privacy, Record Retention, Member Records, and Compliance programs. The Compliance Manager - Operations also serves as an enterprise-wide consultant in regard to typical organizational compliance issues to include regulatory interpretation, training, and compliance monitoring for existing and proposed credit union directives. Additionally, the Compliance Manager - Operations serves in the role of Assistant BSA Officer. The Compliance Manager - Operations will oversee, develop, review and/or revise operational forms, agreements, processes, and disclosures to ensure compliance with applicable laws, rules and regulations for all operational functions. The Compliance Manager - Operations serves as a resource dealing with day-to-day compliance issues that arise during financial transactions and handling of member accounts. The Compliance Manager - Operations must ensure the credit union, affiliates and employees understand and abide by internal and regulatory procedures. As needed, the Compliance Manager - Operations will serve as a primary consultant for organization-wide operations compliance awareness and management, requiring a mastery of many, varied regulations, and a strong awareness of available legislative and compliance resources.

Essential Functions:  

• Compliance General Support - Operations: Provide guidance and assistance in complex matters of regulatory, procedural, and legal issues as needed throughout the organization. Daily member related account decisions supporting Service and Call Center staff, and other non-lending back-office staff. This includes responding to BSA/AML related transactional matters and inquiries. Project development, special projects and the requirements for privacy and vendor management require compliance perspective to ensure all facets are being adequately addressed whether they involve Operations, Marketing, Information Technology, Human Resources, Finance, Accounting, or other departments within the organization. This also involves attending development meetings of new processes to facilitate products and services or the monitoring of member account relationships.
• Operational Procedures - Operations: Review and assist in the development of operational procedures. Reviewing operational procedures is integral in providing procedures that are effective and appropriate under regulatory guidelines.
• Compliance Training: Assist in the training of employees by assisting employees directly and serving as a resource to the Training Department. Provide periodic compliance communication, workshops, and training materials that support and advance staff awareness of regulatory and policy impacts to the organization. Direct communication is often times necessary when situations arise which are not specifically covered in procedures. At which time, a level of interpretation must be made based upon laws and regulations. Many of the current regulations such as BSA and the USA PATRIOT Act require periodic training which the Compliance Manager - Operations may assist in the actual training and review of materials.
• Quality Assurance: Serve as secondary sources to participate in monthly or quarterly QA statement review, rate information, member notices, and marketing materials etc. Responsibilities are not a primary job function, instead performed on an as needed basis.
• Compliance Duties as Required: Assist Senior Director of Regulatory Compliance as-needed with projects and tasks
• Staff Management & Development Activities: Supervises staff to include mentoring, professional development, work review, and annual performance appraisals. Meets regularly with staff to communicate objectives and establish deadlines. Ensure completeness and accuracy of work materials; staff development though mentoring and coaching; and maintaining effective communication channels within department.
• Bank Secrecy Act: Remains cognizant of and adheres to Ent policies and procedures, and regulations pertaining to the Bank Secrecy Act.

Qualifications

Minimum Formal Education Required for this Position:

• Bachelor's Degree in Pre-Law, Business, Business Administration, Risk Management or related field.

Minimum Work Experience:

• 7+ years' financial institution experience in the areas of Operations, Lending or Regulatory Compliance or as a practicing attorney. required

Each year of relevant work experience may be exchanged for a year in a relevant degree program or vice versa. For example, a requirement of "Knowledge Consistent with a Bachelor's Degree in Accounting and 2+ years' of accounting experience? could be substituted for a High School Diploma and 6 years of relevant accounting work experience or a Master's Degree in Accounting and 0 years of work experience

Technical or Specialized Knowledge/Skills:

• Broad knowledge of, and practical experience with, credit unions or other financial institution operating areas, functions, products and services and the laws and regulations which apply to credit unions, specifically those noted above.
• Knowledge of industry specific regulations and codes.
• Extensive knowledge of fair lending regulations.
• Extremely strong attention to detail.
• Excellent communication skills regarding a wide variety of topics to varied audiences.

• (preferred) Working knowledge of Archer GRC platform.
• Experience managing or leading a BSA/AML program.
• Critical thinking skills - the curiosity and desire to ask the next question.

Certifications Required:

• BSA (CAMS), NCCO or other specialized banking compliance certifications. preferred

Additional Information

The salary range for this position is $87,484.80 to $114,812 (S17).

This position is eligible for our corporate bonus program based on company performance.
