Job Description

Essential Job Functions - the basic job duties an employee must be able to perform:

  • Oversees, reviews, and coordinates assigned civil engineering projects, functions, and activities for the Public Works Department.
  • Responsible for financial administration, planning, design, budgeting, purchasing, plan reviews, and construction management.
  • Work with the City's Procurement team to prepare proposals and oversee the solicitation process for key Public Works positions.
  • Evaluate alternatives and make recommendations regarding proposed improvements.
  • Independently review engineering plan submittals for compliance with City standards and specifications.
  • Oversees contracts, and reviews and approves progress submittals. Provide internal design preparation and recommendations for capital projects.
  • Coordination with other city department and communication companies regarding installation and maintenance of telecommunications networks. 

We are looking for candidates who demonstrate: 
Knowledge of: 

  • Professional civil engineering principles, practices, and methods 
  • Pertinent federal, state, and local laws, codes, and regulations
  • Methods and techniques of engineering plan design, review, and approval
  • Methods and techniques of contract negotiation and administration
  • Modern office technology including Microsoft Office Suite

The ability to:

  • Ensure adherence to established contract provisions and specifications
  • Establish and maintain effective working relationships
  • Communicate clearly and concisely, orally and in writing

Successful candidates will have

  • A bachelor’s degree from an accredited college or university with major coursework in civil engineering or related engineering field 
    • The bachelor’s degree requirement will be waived if PE (Professional Engineer) License has been obtained via C.R.S. 12-25-114(1)(a).
  • Five years of full-time professional engineering experience in an area related to assignment
  • Possess, or obtain upon hire, and maintain a valid, non-probationary Colorado driver’s license not subject to restriction related to alcohol and/or drug violations or pending charges
  • Possess, or obtain upon hire a Professional Engineer (PE) License 
  • Possess or obtain within 6 months of hire a Colorado Professional Engineering (PE) License 

Ideal candidates will also have

  • Experience in procurement, contract compliance, and/ or contract administration
  • Experience in bookkeeping, or managing a budget in a professional setting
  • Experience working in a federal and/or municipal government setting

Additional Information

The City of Colorado Springs offers additional compensation depending on the position, area of assignment, and specific job assignments, including shift differential, pay differential, acting or lead, special assignment, hazard pay, longevity, cell phone allowance, uniform allowance, relocation, awards, standby, call out, compensatory time off, tuition, overtime, extra duty, incentive, holiday premium, proficiency, and vacation sell back.
