Job Description
In this position, you will effectively and efficiently facilitate the acquisition of quality materials, equipment, and services, including construction, for the City of Colorado Springs.
 
Essential Job Functions - the basic job duties an employee must be able to perform:
  • Coordinate and plan purchases with customers
  • Prepare formal and informal bid documents using sealed bids and sealed proposals
  • Conduct bid openings
  • Chair proposal evaluation committees
  • Analyze bids and proposals to document award recommendations
  • Conduct negotiations
  • Determine correct contract type; prepare documents; incorporate final terms and conditions; determine bonding and insurance requirements; submit contracts to appropriate City Attorney; copy and distribute finalized contract documents, and prepare contract folder
  • Prepare and issue solicitation amendments and contract modifications
  • Prepare and maintain accurate records and documentation on all solicitations, responses, purchases, contracts, correspondence, and related follow-up
  • Provide advice and assistance to customers on all procurement matters in accordance with established procurement policies
  • Ensure compliance with grant and procurement rules and regulations of various federal, state, and local agencies, such as FEMA, FTA, FAA, CDOT, and CDGB
  • Maintain individual workload statistics
  • Ensure City departments comply with ethical business practices
  • Perform other duties as required.

  • Salary Range $4,988.00 - $5,988.00 Monthly
 
Job Requirements
We are looking for candidates who demonstrate:

Knowledge of:
Principles of public procurement processes, including experience with bid, proposal, and contract negotiations
Principles and procedures of detailed recordkeeping
Considerable knowledge of contract documents and contract administration
City procurement and contract regulations and procedures
Modern office procedures and equipment, including computers and supporting software
Ability to:
Manage and administer multiple procurements and contracts concurrently
Exercise sound judgment in the selection and procurement of goods and services
Ability to effectively communicate orally and in writing, including the ability to convey complex and technical subjects in a clear, concise, and positive manner
Establish and maintain effective working relationships
Ability to establish schedules and to complete projects on a timely basis with minimal supervision
Ability to deal with all persons in a fair and equitable manner
Ability to make difficult decisions and award contracts impartially and objectively
Possess complete integrity and a high sense of personal and professional ethics
This position requires exceptional organizational and critical thinking skills.


Successful candidate will have
A bachelor's degree from an accredited college or university with major coursework in business or a related field
Three years of full-time direct experience in procurement, contract compliance, and/or contract administration
One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

Additional appropriate education may be substituted for the minimum experience requirements.
Ideal candidates will also have
Direct experience with public procurement processes
Certified Public Procurement Buyer (CPPB), Certified Public Procurement Officer (CPPO), and/or Certified Public Procurement Professional (CPPP) certifications
