Job Description

Join our dynamic team as a Budget Manager and take the helm in managing key fiscal operations essential to the financial well-being of our city.  As a pivotal member of our organization, you will provide critical support and guidance to our Chief Financial Officer and Chief of Staff on policy matters with budgetary implications.  Your responsibilities will include developing the annual budget in alignment with State law and City Charter, devising strategic long-term fiscal strategies, coordinating multi-year capital improvement plans, and conducting comprehensive financial analyses.  This role will empower you to lead both personnel and projects, positioning you at the forefront of shaping our city's financial landscape for the future. 

Essential Job Functions - the basic job duties an employee must be able to perform:

  • Plan, coordinate, and participate in the City's annual budget development process, including formulation of budget guidelines and the budget preparation manual for leadership, staff reference
  • Plan, manage, and coordinate in the City's long-term forecasts of revenues and expenditures and the City's long-range financial plan
  • Plan, manage, and coordinate a variety of fiscal and revenue studies including fiscal impact, cost-benefit, financial feasibility analyses, and the City’s full-cost allocation plan
  • Oversee the review and analysis of operating budget requests and prepare appropriate reports/statements
  • Complete special projects and requests by providing policy guidance and technical advice to Departments on budget submissions, supplemental budget requests, and budgetary analysis 
  • Oversee the development of the City's Capital Improvements Program, to include coordinating the identification of capital project needs and overseeing the development of project schedules, cost estimates, project evaluation/prioritization process, and creation of the multi-year capital improvement plan
  • Formulate and analyze City fiscal and revenue policies
  • Ensure City compliance with tax and spending limitations
  • Assign work activities, projects, and programs to staff; review and evaluate work products, methods, and procedures

We are looking for candidates who demonstrate:

  • Operational characteristics, services, and activities of financial, budgetary, and other operations
  • Principles and practices of budget preparation, forecasting techniques, program development, and administration for a local government
  • Methods of administrative, organizational, economic, and procedural analysis
  • Experience in supervision, training, and performance evaluation

Ability to:

  • Oversee, direct, and coordinate the work of staff members
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals
  • Communicate clearly and concisely, orally and in writing
  • Establish and maintain effective working relationships with those contacted in the course of work

Successful candidates will have

  • Bachelor’s degree from an accredited college or university with major coursework in a related area of study (finance, public finance, accounting, or related field)
  • Five years of full-time, professional experience in an analytical and budgetary field, including two years of supervisory experience

One year of relevant work experience may be substituted for one year of required education (OR) one year of relevant academic coursework beyond the minimum requirement may be substituted for one year of required professional experience. 

Ideal candidates will also have

  • Experience in full-cost allocation plans
  • Knowledge and experience with the Taxpayer's Bill of Rights (TABOR)
  • Experience working in a local government
  • Experience in delivering high-impact messages/presentations to boards and executives
  • Experience in Microsoft Suite

The City of Colorado Springs offers additional compensation depending on the position, area of assignment, and specific job assignments, including shift differential, pay differential, acting or lead, special assignment, hazard pay, longevity, cell phone allowance, uniform allowance, relocation, awards, standby, call out, compensatory time off, tuition, overtime, extra duty, incentive, holiday premium, proficiency, and vacation sell back.
